One should differentiate the right and how it is used in practice – (law) enforcement. The task of any researches in this sphere is to decrease distance between these categories, acknowledging that fact that the “ideal law” does not exist, that enforcement cannot coincide with a right.

The problem of existence of right in society relates to the right, as well as to Sociology of law/Law of Society or its more practical part – Empirical Legal Studies. All of them deal with the “extra-legal” phenomena, i.e that determines practice of application of law. Thus, such researches have interdisciplinary character. Our task consists in extrapolation of methods of above mentioned sciences on activity of the Ukrainian police. Thus we do an accent exactly on human rights that is a way of checking of “ideality” of law.
