Public order squads in Ukraine: trends and threats for human rights: analytical note was presented in Warsaw

September 16, our experts Eugene Krapyvin and Mykhailo Kameniev presented in Warsaw on Human Dimension Implementation Meeting 2018 small analytical note about trends and threats for human rights in activity of Public order squads in Ukraine (municipal guards, national squads etc).

This analytical note is a preliminary description of both the legal forms of citizens’ participation in the protection of public order, and the propositions of the UMDPL Association experts about the development trends of such formations and threats to human rights and freedoms.At the moment, the research team (which includes the authors of this analytical note), is conducting an in-depth study of this topic, the results of which are planned to be published in early 2019. A report about situation with freedom of assembly and police activity in Post-Soviet states prepared by Expert group presented in Warsaw

Presentation of the report “Freedom of peaceful assembly in the post-soviet states: Belarus, Moldova, Russia, Ukraine 2016-2017” was held at side-event in work of the Human Dimension Implementation Meeting (HDIM) in Warsaw on September, 12.

This publication is the result of the common work experts from different countries – Paul and Alexandr Postika (Moldova), Alex Kozlov (Russia), Dzmitry Charnych (Belarus) and our expert Serhii Bahlai (Ukraine).

The materials present the main tendencies of the reactions of the authorities and law enforcement agencies to the protests in these countries. The protest activity in recent years has increased in each of them. If Russia and Belarus are gradually curtailing the freedom of peaceful gatherings, and protest activity of citizens is met with considerable resistance from the authorities, the situation in Moldova and Ukraine is slightly different. However, it is too early to speak about the proper conditions for freedom of peaceful assembly: the countries are far from stable democracy, and the situation remains shaky. Expert group took part in the IV meeting of the Parliament-Civil Society Platform, which dedicated to the improvement detectives to police

May, 15 – The Fourth meeting of the Parliament-Civil Society Platform — a joint initiative of the European Union Advisory Mission (EUAM) and OSCE Project Coordinator in Ukraine (OSCE PCU) — brought together 180 senior law enforcement officials, parliamentarians, experts and civil society activists in Kyiv to elaborate concrete steps aimed at boosting the effectiveness of criminal investigations in Ukraine and improving coordination within and between law enforcement agencies.

The event was dedicated to the improvement detectives to the National Police, problems with adoption criminal misdemeanors and questions of suspension and closure of criminal proceedings.

Representatives of our group Borys Malyshev, Eugene Krapyvin, Mykhailo Kameniev, Serhii Bahlai, Maryna Tsapok, Vadym Pyvovarov took part in the meeting.
Borys have moderated expert discussion on “How to optimize the workload on investigators: inquiry investigation and simplified procedure”.

A new issue about Law-Enforcement reform in Ukraine was presented

Expert Group introduces periodical issue about the process of Law-Enforcement reform in Ukraine, first of all of police, prosecution authorities, State Bureau of Investigation and criminal justice legislation. It is published with the aim to better inform the society, expert community and international institutions on the state of reforming mentioned authorities and spheres of their activity. Digest will be issued every two months.

 

The first issue of digest contains a brief overview of reforms in recent years and a more detailed summary of the March – May 2017. Today we presented digest to the target audience – representatives of international institutions, including EUAM Ukraine, Центр польських правових наук, Pact and others.

This issue will be distributed among international institutions, Ukrainian NGOs, parliamentarians and others, who interested in information about reforms in Ukraine.

Annual report on situation with human rights violations committed by police officers in 2016 together with recommendations was presented by experts

Round table “Human rights in the activity of the Ukrainian police – 2016: taking stock and the way forward” was held on March 10 at the Secretariat of the Ukrainian Parliament Commissioner for Human Rights. During the round table the annual report was presented and the most actual issues raised in the report were discussed.

“Human Rights in the activity of the Ukrainian police – 2016” – annual report in situation with human rights violations committed by police officers, which was firstly issued in 2008. It contains not only critics, but also a number of recommendations for improving the situation with human rights.
